DECISION MAKING AND MANAGEMENT PROCESS

This department makes use of a committee system where meetings are held at a weekly base from the lowest up to management level. Once a week all the information gathered from lower and middle levels are discussed in the senior management-working group where decisions and policies are decided on.

FINANCIAL IMPLICATIONS

The cost of one fatal accident to the general public amounts to R293 317-00. In the case of CENTURlON this means that just the fatal accidents, at a rate of 56 a year, cost the community close to R15 839 118-00.

The total cost of all accidents in Centurion from 1 Jan - 30 Nov 1998 are as follows:

Nature of accident Cost per accident Number of accidents Cost of accidents
Fatal R 293 317 54 R 15 839 118
Serious R 76 990 115 R 8 853 850
Slight R 21 920 594 R 13 020 480
Damage R 15 498 3136 R 48 601 728
TOTAL R 86 315 176

A reduction of 10% in Centurions accident rates will save the general community R 11 237 103-00

In comparison with the standard set by van Niekerk in his report regarding manpower for group 11 city councils this department should have 50 operational traffic officers. To comply with this standard this department needs to employ another 12 operational traffic officers at a total cost of approximately RI 500 000-00 per year. Until the time that the staff is at full capacity, an amount of R1 037 000-00 was budgeted for this financial year for overtime if the set goals want to be achieved.
