Complaints

The Council's electricity control room is manned daily between 06:00 and 22:00. All electricity complaints can be reported at the control room. Since it is manned by one person only, it is important that consumers limit calls to the absolute minimum and necessary. During large power interruptions the two telephones are connected to answering machines to enable the control room operator to try and repair the power interruption with remote control equipment or to co-ordinate the repair work. Between 22:00 and 06:00 a radio call system is used to pass consumer complaints on to the electrician on duty. The problem can then receive immediate attention.

Leak Leakage Protection

All new electrical installations, as well as extensions to existing electrical installations must be supplied with earth leakage protection. Consumers should ensure on a regular basis that the earthing system is in working order, by pressing the test button.

Electrical Extensions

All electrical work as well as all extensions to existing electrical installation should be reported to the electricity contractor at the Electricity Departments's Inspectorate.

Consumers should ensure that the work has been approved by the Inspectorate, and that a final certificate of approval is issued by the contractor. It is especially important to take note that swimming pool and borehole equipment is to be connected to the supply network before the electrical network associated with such equipment has been approved by the Electricity Department.

Electricity Meter Testing

When a consumer suspects his/her electricity meter to be out of order or inaccurate, application can be made to have the meter tested by the Electricity Department. The testing will be carried out after a fee (as determined in the Electricity Tariff) has been paid. If it should be found that the meter registers more than 5% too fast or too slow, the consumer's account wil be credited with the test fee paid.

Load Control

The Council operates a Zellweger ripple control unit which monitors the peak demand at Eskom. This system enables the Council to switch consumers' geysers off when a peak demand is being registered. If you are in any doubt about the reason for your cold water, ring the control room first, before you request an electrician to investigate the problem.

Connecting fees should be paid at least three weeks before the connection is required.Once a final certificate of approval has been issued to the contractor, and the final building and sewerage inspections have been completed, a supply contract should be entered into with the Treasury Department, and a deposit paid at the Treasury Department, Die Hoewes Complex, Cor. Basden Avenue and Rabie Streets, Lyttelton.

Large consumers: For electricity supply to large consumers such as shops, blocks of flats, industries, etc, written application should be made and full details of the electrical installation and load supplied. Speaicl Meter Reading

All consumers' meters are read once a month - if possible - by a private company. If a consumer should require a meter reading (including water meters) at any time other than on the fixed date, or if he/she should question the results of the usual reading, a special meter reading can be requested, in which case a fee (as determined in the Water and Electricity Tariff) is payable. If the consumer should question the results of the special reading, a second special reading may be requested, for which a similar fee is payable.
