Town Council Elections & Meetings

Elections of the Town Council members are usually held every four years - the most recent election was held in November 1995. The qualifications of persons whose names may appear on the municipal voters' roll are specified in the Municipal Elections Ordinance, 1970, and are as follows:
  • Persons may only register as a voter when they have reached the age of 18 years
  • Persons must reside in the Centurion area of jurisdiction

    Town Council meetings are usually held at 19:30 on the last Tuesday of the month in the Council Chambers, Napier Road, Lyttelton. Centurion residents as well as visitors are welcome to attend these meetings. Interested persons who wish to attend are kindly requested not to come in casual dress.

  • Civil Defense

    The civil defense function rests with the Town Council. It is primarily a support service to combat civil disturbance during natural disasters and hostile action, and creates a feeling of safety and security among residents. A variety of courses are offered to members of the public, i.e. first aid, fire prevention, safety regulations etc.

    Advertising & Posters

    Display of posters in view of any public street is allowed only after written permission has been obtained from the Chief Traffic Officer.
    Posters advertising any meeting, function or event of a sporting, educational, charitable or political nature are allowed, as well as the nomination of any person for a parliamentary or municipal election.
    Distinction is made between temporary and permanent advertising posters and signs. Temporary posters are those displayed for less that 30 days and are controlled by the Traffic Department.

    Temporary Posters:

    • No commercial advertising whatsoever may appear on the posters
    • Posters are to be attached to a rigid backing and may not be larger than 1000 x 1000 mm
    • No more than 50 posters may be displayed, with the following exceptions : an unlimited number of posters is permitted for advertising the candidature or nominations of any person for a parliamentary or election for every constituency, as well as for a municipal election for any municipal ward
    • Posters may not be attached to trees, lamp-posts, traffic lights, electricity meter boxes or any other municipal property
    • Posters may not be erected more than 14 days before the advertised event, and must be removed within three days after the event
    • Churches, schools and welfare organisations will pay a deposit of R1 per poster at the Traffic Department
    • Other organisation will pay a deposit of R300 (refundable after removal of the posters), as well as a further R3 per poster. This is also applicable to posters advertising the sale or lease of property
    • Please note that it is not permitted to place flyers or leaflets under the windscreen wipers of vehicles

    Permanent Posters:

    • Written permission must be obtained from the Town Council for the erection of all advertising signs. Applications should be directed to the office of the Chief Town Planner for further processing

    Assessment Rates

    Your assessment rates are calculated according to the land value of your property. Assessment rates, as well as sanitation and refuse removal fees, are payable monthly in the Rates Hall, Municipal Offices, corner of Basden and Rabie streets, Lyttelton.

    Builing Plans

    Office hours: Monday to Friday from 08h30 to 13h00. Cashiers close at 15h00.

    Building Plans for new buildings, additions, alterations, swimming pools, screenwalls and lean-to's should be submitted to the Building Office, at the municipal offices, for approval. The following fees are payable when plans are submitted :

    • New buildings / additions / alterations fees R145
    • Sewerage plan fees R 145
    • Any additional costs as calculated by the Building Control Division will be payable on final approval of the plans
    Please note: Fees are subject to change
    It takes approximately three weeks to check the plans. Appointments for inspections must be arranged telephonically on weekdays before 15h00. When building activities have been completed, application should be made for a certificate of completion.
    Please note: Dumping of building rubble or materials on a pavement without prior permission of the Town Council is an offence. Sewerage connection slips are obtainable from the Building Offices. Copies of plans can be ordered from the Building Office at a set rate and can be collected after two days. A3 copies of building plans are free.

    Cheque Payment Boxes

    For the convenience of residents paying consumer accounts and vehicle licensing fees, the Treasury Department has installed cheque payment boxes at the following strategic points in the municipal areas:
    • Town Hall
    • Irene branch library
    • Eldoraigne branch library
    • Pierre van Ryneveld branch library
    • Rooihuiskraal branch library
    Residents should please note that only cheque payments, together with the consumer account or vehicle license notice, may be placed in these boxes. Under no circumstances should cash or postal orders be placed in the boxes. The Town Council cannot accept responsibility for the loss of cash payments.

    Community Chest

    The Community Chest was established on 2 December 1992 and registered in terms of the Fund-Raising Act ( Act 107 of 1978) as a fund-raising organisation.
    The most important aims of the Community Chest are briefly, as follows:
    • To promote welfare services
    • To collect and distribute contributions among welfare organisations
    • To promote cooperation among welfare organisations
    The chest strives to collect funds from the community and to promote community welfare services in the area.

    Meter Readings

    The Council uses the service of private contractors to read water and electricity meters on a monthly basis. If your electricity meter is inaccessible for some reason, you should make special arrangements, in writing, with the Treasury Department to have your meter read.

    Processions & Gatherings

    Written permission for authorization to hold processions or gatherings in any street, park or the central business area must be obtained in good time from the Chief of the Traffic Department, P O Box 14013, Lyttelton, 0140. Tel: 671-7211.

    No road or speed test may take place on a provincial road without first obtaining permission from the Administrator. Please refer this connection to Section III of the Road Traffic Ordinance 1966 (road Traffic Act of 1989).

    Valuations

    In terms of the Local Authorities Rating Ordinance No 11 of 1977, the maximum period between valuations - without the consent of the Administrator - is four years. A new Valuation Roll will come into effect during 1994. Valuation Roll information can be obtained from Tel: 671-7633/4.

    Valuation certificates can be obtained at a fee of R5,00 from the Town Treasurer's Department. Tel: 671-7634.
